Precision Delivers 100+ Cost Reviews for Federally Funded Projects

Modesto Community Development is a comprehensive effort led by the City of Modesto to improve housing, neighborhood infrastructure, and public services through federally funded programs. As part of this initiative, Precision was selected to perform more than 100 cost and constructability reviews in support of the City’s Community Development Division.

These reviews covered a range of residential and community-based projects aimed at revitalizing neighborhoods, expanding affordable housing options, and enhancing the quality of life for Modesto residents. Precision’s team conducted detailed cost estimating exercises that were grounded in a thorough understanding of the requirements of each project, as well as the federal regulations tied to the city’s funding sources.

Key funding streams for the Modesto Community Development program included the Community Development Block Grant (CDBG) Program, the HOME Investment Partnerships Program, and the Neighborhood Stabilization Act. Each of these programs carries distinct regulatory and reporting requirements, and Precision’s estimates were tailored to ensure compliance while supporting fiscal accountability and project feasibility.

Precision’s scope of work included cost analysis for rehabilitation, new construction, infrastructure upgrades, and community facilities that provided the city with reliable data for budgeting, grant allocation, and procurement planning.

In addition to evaluating construction costs, Precision’s reviews helped identify potential constructability issues early in the planning phase, and ultimately helped reduce change orders, delays, and cost overruns during implementation.

By partnering with the City of Modesto on its long-term community investment strategies, Precision contributed to the responsible, efficient deployment of public funds in alignment with local goals and federal expectations. Our involvement supported transparent decision-making and helped ensure that the city could move forward with confidence on its mission to build stronger, safer, and more vibrant neighborhoods.
